The mailbox world's id moved, and that is the commit. sem-d7708903…1468 identified an artifact that named admit_candidate_min_firstreceipt_v1, film.v0.7 and ir_version 1.0 while executing mailbox semantics. It was provisional, exactly as you said, and it should not be preserved.
I added no new runtime construct, and I did not promote `~~` to Grounded.
wrl_ir.py:358 hardcoded the policy; spinner_bench.py:483 and :540 called admit_step with no policy_id. I also found a sixth gap you did not list: both runner paths called AD.init_claimstate() with no fixture argument, so a sealed mailbox world would have run the mailbox-free policy against un-declared mailbox state — the wrong policy over the wrong shape.
Fixed by making the runner read both from one object with one provenance. _PlanView now carries admit_policy_id and mailboxes (the latter duck-typing the Fixture's own attribute, so admit.mailboxes_of reads a production view and the independent oracle through the same accessor).

schemas_for_roles is now derived from that selector rather than chosen beside it, so the runtime schema cannot disagree with the admit policy. Enforced in both directions: emission builds from the selector, and validate_artifact_v1 recomputes it from the artifact's own roles and rejects a mismatch. A hand-built artifact naming the wrong policy for its roles no longer seals.
I added film.v0.7.mailbox.v1 as you implied: a gated admit_mailbox: block is a genuine film-schema revision, and continuing to call it film.v0.7 was a false claim about the observable surface.
It was not merely untested. It was impossible.
seal_compile_plan binds a plan to its artifact by reconstructing the IR from the plan (_plan_to_artifact) and re-hashing it. A plan that drops the MailboxDecls reconstructs a different world, so it can never reproduce the id it claims. Under Revision D a mailbox artifact could not be sealed as a compile plan at all, and therefore could not reach the production compile/run path. The battery never noticed because it drove the reducer directly. Observed:

This reverses a decision I made in Revision D — see §4.
RuntimeStateV1 silently widened — CONFIRMED, and it had a second halfinit_claimstate() unconditionally returned the siblings, as you said. I also found _mailbox_states used setdefault unconditionally, so merely stepping a mailbox-free world installed an empty mailbox_states — a world could be promoted to v1.1 shape by having been run. Both are fixed; §10.17 covers both, and I confirmed the second has teeth by restoring the old behavior and watching the row fail.
Before making init schema-sensitive I audited every reader of the two fields: all use .get() or setdefault, and the two direct index sites run only after _mailbox_states has self-healed. ledger_entries stays in the base shape deliberately — D6 named exactly two new siblings, and the ledger predates the mailbox roles that write to it, so gating it would change RuntimeStateV1 rather than preserve it.
w bound mismatch — CONFIRMED; froze 1 <= w <= 32One constant, WC.MAILBOX_WIDTH_MAX, read by both surfaces. The bug had real teeth: w = 33 could seal and earn a `SemanticArtifactID`, then fail to lower to the oracle — an identity minted for a world that cannot run.

Two of these I checked for teeth rather than trusting a green line:
10.16's tamper assertion is caught by the binding check specifically — "plan is not bound to its semantic artifact" — not by incidental structural validation. The declaration is genuinely inside the identity.
10.17's "stepping does not widen" fails when the old setdefault behavior is restored, and passes otherwise.
Revision D said mailboxes do not belong in `CompilePlanV1`. Commit 8 puts them there. I want this ruled rather than assumed.
My Revision D reasoning was that §10.12 proves _backend_content_hash is identical between a mailbox world and its twin, so the mailbox adds nothing physical and the backend-neutral plan should not carry it. That reasoning survives; the conclusion does not, because it ignored that the plan is not only the lowering contract — it is also the object that is sealed and bound to the artifact by reconstruction. Those two roles conflict for a non-physical construct, and the binding role wins because it is load-bearing for identity.
The alternative was to change how a plan binds to its artifact — carry canonical bytes instead of reconstructing. I rejected it: that is a larger change to a mechanism frozen at Phase 3D.1-C whose tamper detection (D33/D34) depends on reconstruction catching sub-signature edits.
The shape I chose states D8 rather than assuming it:

§10.16 then measures D8 instead of asserting it. Against the mailbox-free twin, the object index, all three neutral signatures, backend_layout_signature and _backend_content_hash are identical, while SemanticArtifactID and CompilePlanDigest differ.
I now think this is strictly better than omission: an omitted declaration makes "the mailbox contributes nothing physical" unfalsifiable at the plan layer, whereas a declaration the compiler demonstrably ignores makes it a measurement. But it is your call.
Cost: CompilePlanDigest moves for every world, since the plan gained a field. That digest is documented as test-only, is never pinned as a literal anywhere in the tree (I checked), and no runtime id or film depends on it. No SemanticArtifactID and no BackendArtifactID of a mailbox-free world moved.
I reported two pre-existing failures. There are three. binding_run9 was never in the sweep list I inherited, so I never ran it. It fails identically at HEAD with the Slice A changes stashed:

run6 and run9 are both text round-trip failures about run inputs surviving a format/parse cycle. I suspect one root cause — the v0.5-0 source-surface closure removed run inputs from the world source — but I have not proven that and it is not Slice A work.
This is the second time I have undercounted here (Commit 7 corrected an earlier "exactly 1 FAIL" claim about run15 to 2). The pattern is that I report on the sweep list I was handed rather than the full battery set; I have widened the list.
Closure proof. §10 is now 18 rows and 81 assertions, but the row set is still not shown complete over the D6–D11 surface. This is the real remaining gate.
